The cost of getting it wrong
When a major incident is declared, the decisions made in the first hours are the ones that define everything that follows — operationally, legally, and reputationally. These are not hypothetical pressures.
They are the scrutiny that followed Grenfell Tower, the Manchester Arena attack, the 2014 and 2021 Surrey floods, and dozens of lower-profile incidents that nonetheless resulted in inquiries, inquest evidence, regulatory sanction, and board-level accountability.
Private sector organisations are not insulated from that environment. Utilities, infrastructure providers, housing associations, major employers, and transport operators are regularly drawn into multi-agency responses as Category 2 responders, key stakeholders, or directly implicated parties.
