When a major incident is declared, the decisions made in the first hours are the ones that define everything that follows — operationally, legally, and reputationally. These are not hypothetical pressures.

They are the scrutiny that followed Grenfell Tower, the Manchester Arena attack, the 2014 and 2021 Surrey floods, and dozens of lower-profile incidents that nonetheless resulted in inquiries, inquest evidence, regulatory sanction, and board-level accountability.
