The Challenge

What is NHS EPRR?

EPRR is the framework through which NHS organisations prepare for, respond to, and recover from emergencies and major incidents.

NHS England requires all NHS organisations to demonstrate compliance with the NHS Core Standards for EPRR annually — covering emergency planning, business continuity, incident response capability, training and exercising, and organisational governance.

When incidents occur, decisions made by NHS leadership may be examined by NHS England, ICBs, coroners, and public inquiries. Applied Resilience works to ensure your EPRR arrangements are defensible, compliant, and genuinely operational.

Core Standards Compliance

NHS England requires all NHS organisations to demonstrate compliance with the NHS Core Standards for EPRR annually.

Failure to maintain effective EPRR arrangements can result in assurance failures, regulatory scrutiny, and — most critically — an inability to maintain safe, effective patient care during a major incident.

Organisations assessed as non-compliant must provide an improvement plan to their ICB. Sustained non-compliance results in escalating regulatory scrutiny. Accountable Emergency Officer (AEO) responsibility sits at board level.

Independent sector obligations

Independent sector healthcare providers delivering NHS-commissioned services carry EPRR compliance obligations — often with lean internal capacity to meet them.

Applied Resilience has direct experience supporting independent sector providers — HCRG Care Group, Fresenius Medical Care, and Clinical Partners — in meeting EPRR obligations.

Independent sector organisations delivering NHS-commissioned services are subject to the same EPRR compliance framework as NHS bodies, but often with comparatively lean internal capacity. Applied Resilience provides practical, proportionate support.
