Bio
Carl is an accomplished senior leader, former Fire and Rescue Principal Officer and experienced executive coach with extensive experience across both public and private sectors. With more than 30 years’ service in the UK Fire and Rescue Sector, he brings significant expertise in community risk management, organisational resilience, incident command and strategic leadership.
Carl brings notable experience of leading and resolving large, complex, multi-agency emergency incidents and business continuity events as a Strategic (Gold) Commander, including the coordination of incidents requiring a national response. His experience includes working collaboratively within Strategic and Tactical Coordination Groups as part of the Local Resilience Forum response framework.
He began his career with North Yorkshire Fire and Rescue Service, progressing through a range of leadership positions before becoming Area Manager and Head of Operational Resilience. He later served as Assistant Chief Fire Officer and Director of Community Protection at Cleveland Fire Brigade, where he oversaw community risk management, emergency response and strategic planning for a diverse community risk profile.
As part of the team, Carl provides specialist support in leadership development, strategic incident command, business continuity, independent organisational review and executive coaching and mentoring. He also works as an Associate with a national inspectorate, evaluating the efficiency and effectiveness of UK fire services and police forces. In addition, he serves as a Strategic Tutor and Assessor for a national incident command training provider, preparing senior leaders to perform effectively under pressure in complex, high-risk, multi-agency environments.
Academically, Carl holds an MBA with distinction and a Postgraduate Certificate in Strategic Leadership, alongside specialist qualifications in strategic incident command, counter-terrorism and occupational health and safety. He is a Graduate Member of the Institution of Fire Engineers, an Affiliate of the Business Continuity Institute.
