FIRST HOUR PRIORITIES

When notified of an emergency or major incident:

1. Confirm what has happened, where, and who has declared it.
2. Clarify your role – IMT Lead / BECC Lead / SCG Representative.
3. Activate the Council Emergency Plan and notify Applied Resilience Duty Officer.
4. Start a decision log – record key decisions, rationale, and time.
5. Establish situational awareness:

  • Is there life risk or immediate threat?
  • Are residents displaced or vulnerable?
  • Which council services are impacted?

6. Apply JESIP Principles:

  • Co-locate – as soon as practicably possible (physical or virtual).
  • Communicate – clear, jargon-free, consistent messaging.
  • Co-ordinate – agree lead agency, priorities, meeting rhythm.
  • Jointly understand risk – share hazards, impacts, control measures.
  • Share situational awareness – maintain a single Common Operating Picture .

7. Begin early recovery thinking – what does “normality” look like?
