Bio
Emma is a skilled emergency planning and resilience professional with a strong background in incident management, emergency response, and business continuity. Her experience spans policing, Local Resilience Forums (LRFs), and local government, where she has contributed to strengthening preparedness for a wide range of major incidents.
At Applied Resilience, Emma leads on several key workstreams, including the Surrey-wide power resilience strategy. She chairs the LRF Power Outage Sub-Group and continues to drive the development of multi-agency preparedness plans for prolonged power disruption.
Emma supports multiple councils with business continuity planning, training delivery, risk planning, and operational debriefs. She has played a leading role in designing and facilitating multi-agency exercises and regularly delivers Incident Liaison Officer (ILO) and Borough Emergency Control Centre (BECC) training.
With a clear understanding of local authority operations and a pragmatic, collaborative approach, Emma ensures that councils are equipped with the tools and capability to respond effectively to complex incidents and maintain continuity of essential services.
